fears of the u.n. that are devoid of any fact whatsoever. so one could understand harry reid's frustration in trying to negotiate with republicans when he vented, and i quote, it's difficult to engage in rational negotiation when one side holds well-known facts and proven truths in such low esteem. senator reid is spot on or more on what it means for the disabilities community i'm met with the ceo how shocked are you that it could not be ratified by the united states senate. >> when it comes down to it, i was floored. there is no reason in this day and age when a treaty that is focused on a quality for people with disabilities abroad can't pass the u.s. senate. it was really ridiculous and ultimately a sad day for america that we couldn't get it through. this treaty would have allowed the united states to really export things that we just hold dear you know, some of our fundamental values about equality freedom and true human dignity. when americans are traveling abroad whether it's to study to work, or as part of a family contingent going to one of our bases overseas, they w

do kating the role to nancy pelosi and harry reid. this time around, maybe because he feels he has the mandate, he's doing the negotiations straight on with boehner which i think leads to a better result. this is an overall different approach in his leadership whether it's because he's thinking legacy or anything? should we expect to see this level of leadership going forward? >> i think he tried to make a deal with boener in 2011. we know he was close to a deal with boehner and then the gang of six with the plan more aggressive. sort of a bigger deal and the president sort of balked at the agreement. seemed to be putting in to place with boehner and then boehner walked away, as well, and the whole thing fell apart. i think you have seen an acknowledgment. if the president and boehner come to an agreement then the senate will come along, the house democrat wills come along. a number of them will. these are really the key negotiators and has to be done at that level to get something finished. >> jonathan, i have to say i'm a little bit skeptical about one aspect of this. it looks li

of them have written a letter to majority leader harry reid and said please, delay the imposition of this tax. on january 1, medical device tax takes effect. 2.3% on all medical devices. this means granny's hip is now going to cost a lot more come january 1. elbow joint, all that stuff, all medical devices go up in price. and the medical device makers are saying, we're going to lay people off. the democrats don't like this. they've read it. they don't like it. they want a delay and the imposition of the tag. >> steve: it will be interesting if the 17 democrat senators joined all the republican senators, they could get something done if harry reid would ever bring it up. what's interesting is if they say, okay. let's get rid of that medical device tax. the money will have to come from interelse. >> that medical device tax is designed to bring in $29 billion over ten years. >> steve: where is that going to come from then? >> what are you going to do? you need another source of income. >> steve: call china! >> can we borrow more? you're already going to raise the medicare tax to help

. the senate is not expected to consider this bill in the lame- duck. senator -- senate majority leader harry reid said a comprehensive immigration reform will be a high priority issue in the 2013 congress. there is bipartisan support for creating programs force them graduates. that is a goal that is supported by the higher education association, including the association of american universities and the association of public and land grant universities. i will take this opportunity to dock senator warner, because he has consistently supported by skilled immigration. he introduced it -- he introduced the bipartisan start up act. it was introduced in may of 2012, it included a provision for creating and to stem the set so that a foreign student graduating with a masters are ph.d. in a strong field could received a green card and stay in the country. we hope that senator warner and congressional leadership can find common ground in the 113th congress to successfully pass legislation to expand opportunities for our stem graduates. if we do not, our competitiveness has narrowed. >> thank you. let
